First you should tell the hosting company (the people who own the server that the website is hosted on).
Depending on what is being downloaded, you should advise the copyright owner as well.
People who think that downloading and using illegal and cracked software is an OK thing to do really need their heads examined. One day somebody may steal something they have created or which they value. I bet they wouldn't stop to think before shouting "Thief!" then!

the internet is not owned by anyone
it is just a network of files that anyone, anywhere can access and change
i guess you could tell the government though and if they find the owner of the site they're busted but it is not worth the trouble

You would report them to http://www.ic3.gov/ if the servers are based in the US. If you are trying to report servers that host illegal files then please look up the local police or internet crime division in your country.
