I agree with you.
If the point system was taken away, that would help. There wouldn't be a need for these people to answer questions, and they would be less likely to post questions because there wouldn't be the feeling of spending their earnings.
If that doesn't work, then make it mandatory to post your e-mail address. Unless for some reason these people LIKE hate-mail, they'll stop posting.
