Actually all bills do not have Presidents on them. Many in the past have featured former Secretaries of the Treasury for example.

Not all bills have presidents. Ben Franklin and Alexander Hamilton are not on there. The US Mint decides who is going to be on currency and why.

I don't know, but to commemorate the saying "as phony as a three dollar bill" we should print some in that denomination with Bushie's face on them -r-r-r ( no good, of course!)

You may be asking " Why have faces at all" - the superficial reasons is that it may inspire young kids to become great, but it could also be that constantly pointing to, and exposing "individuals" simplifies explanatory systems.
