That is possible, however there are a few things that would have to occur:
1. You would have to install a tracking program on the computer that transmits the IP address to a Internet connected server
2. The person that has the computer would have to connect it to the Internet in some way (dial-up, broad band)
3. The tracking program could be defeated by several processes such as un-installing the software or formatting the hard drive.

easy thing sir:
all you need is to set a page on the internet that gives u the ip of this pages viewer then to make a small programe in vb that always open this page and work in the backdoor of ur windows
remember to make this programe activated whenever ur pc is opened
