.1% means there is 1 in 1000 parts. So in a million ie 10^6 parts there are 1000 parts ie 1000 ppm

0.1% is 0.1 for 100
1 ppm = 1 for 1 000 000
Since you have 10 000 time 100 in 1 000 000
you multiply 0.1% by 10 000 = 1000 ppm

the most simple method to remember this by is that percent is really part per hundred. from there the simple division math is obvious
