they were last in contact in lagos, nigeria 10 days ago,but since then the telephone says network busy, and the internet server is also not working?

If this person is a US citizen you have a few options (and if not a US citizen, similiar options I would think are avail to you):
(1) Red Cross
(2) State Department (even though they are not 'that' helpful most of the time) - but you could give it a try - and report it to the closest embassy of the person missing.

However the BEST option we have found in the same situation is our Congressman.

You call whomever is your or the person missing's congressman and have a CONGRESSIONAL opened. This is the BEST way to find an American citizen.
