That's a darn good question. I think it is for 2 reasons though. 1 is because around here, there is Southern Ave. and Southern St. So they are so unoriginal that they used the same street name, but to differentiate the two, they used "ave" vs. "st". 2, the other reason is because some streets sound absolutely stupid with other names. Like we have "Main St." here but it would sound really stupid as "Main Rd." Know what I mean? I hope this helps. Thanks for the question. I've wondered that before myself.

Street:
A street is a strip of land adjoining buildings in an urban context, where people may reside, assemble and interact. This includes town squares. Streets are part of Urban planning.

Road:
A road is a strip of land connecting two or more destinations over which people and goods are transported. Roads are part of Road transport. When a road passes through an urban area it may also serve as a street.

Avenue:
Most commonly, it refers to two parallel lines of trees specially planted as a landscape feature. But, it is also a common part of street names, often for roads with lines of trees on either side, but far from always so.

Boulevard:
A boulevard is usually a wide, multi-lane arterial divided thoroughfare, often with an above-average quality of landscaping and scenery.

Court (aka Cul-de-sac):
A cul-de-sac is a dead-end street with only one inlet/outlet and a turnaround area at its closed end. Cul-de-sac literally "bottom of a sack" or "bottom of bag"; it has its roots in Catalan and French.

This is just a way to tell where you are. Every street can't be 1st street. It would be too confusing.
