Yes and yes. To French someone is to either French kiss them or to perform oral sex on them. In your case, I'm willing to bet it's the second one, since most people would not ask to French kiss someone. They may ask to kiss them, in which case they may end up French kissing them anyway, so they probably wouldn't ask specifically to French them. Unless you're 12 or 13 and haven't French kissed before, then they are probably asking you to let them perform oral sex on you.
