I am assuming that you want to text message a cell phone from your PC. Some phones have software available for doing this - check the companies web site. With others you send at e-mail to a special address (such as if their phone # was 555-123-4567, you would e-mail 555-123-4567@carrier.com). Again check the companies web site for this information as it is different with every carrier.

If you mean a text to a cell phone, you would want to know the provider of the user you want to text, go to the appropriate website of that provider and navigate the menu until you find the section of 'send user a text message'. Cingular and T-Mobile have this feature, I am not sure about others.

what do you mean by send a text from a pc ?
Send a sms to a phone ?
the cell phone company usually have a bridge on their website or through email so you can send an email to @companyname.com and it gets routed as a sms to the cell phone.

I assume you're reffering to a Text Message:
There are a number of online services that allow you to do this:
https://www.vtext.com/customer_site/jsp/messaging_lo.jsp
is an example.
Most service providers allow you to send message through their website to their subscribers.
