Example: Two players break past the last defender. Player A has the ball. Can he pass to Player B who is in an offside position providing that Player B is behind or level with Player A?

It's not how he is related to Player A but to the ball. If Player B is nearer the opponents goal line than the ball (plus the usual about where opponents are) then he is offside. If he is level or behind the ball when it is passed he is not offside.

It doesn't matter which direction the ball travels in as well.

to be offside the ball must go forward by an attacking player,when 2 players are beyond any defenders you can still pass it forward as long as the recipant
is behind or at worst level so the player B is not offside

Player B isnt offside when he is even with or behind the ball. Player B will be offside if he is in front of the ball

I'm sure that the rule states a player is only offside when the ball is played forwards. So in your case it wouldn't be offside.

Being equal to or behind the ball is not offsides regardless of location of any defending player.

Player B is not offside. So the pass can be made

Law 12 of the FIFA "Laws of the Game 2005" makes no mention of whether the ball must be played forward for an offside descision to be considered.

As far as I am aware if the player is level then they are onside when the ball is passed across. Two example, Henry's pass to Wiltord France 98 semi was onside, Wiltord was behind Henry when he passed. Henry's disallowed goal in Frances last game of their group in group stages for this years world cup, ball was passed forward therefore Henr'y was offside. But as it is the offside rule its to complex to call officially and will probably change!!!

You cannot be passed any of the defenders not even by one inch! That's very strict rule sayin' that no part of your body could be behind defender, you might start running when you're even with defender and one of your player already kicked the ball which goes towards you in the air. You gotta be concentrated and have some sense of the game during match, you must feel the moment .....
