my apartment elevator permit was expired more than 3 years ago. what's the best way to report this problem, expect talk to apartment management ?

you can report it to your local "license and inspections" (office) department within your city. Or call your local municpal office to see if they can direct you to the department who handles those types of complaints. Also, it sounds like that would violate your local fire code laws, so you could contact your local fire department and file a complaint with their fire code department. They should investigate it, as it could be considered a safety issue.

I would say, I noticed the other day when I was taking the elevator that the permit had expired some time ago, this concerns me since all of the tenants use the elevator including myself. You may have not noticed it since you must be very busy, I feel it would be in the best interest of everyone involved to have this taken care of as soon as possible. Thank you for your prompt attention to this matter.

Look at the permit and see if there is a phone number on it or the name of the agency that issues the permits. Look for the phone number or website of it on the internet. Then call them and talk to them about it, then they can contact the management. Good eye!
