The problem is not only related to FIFA, or soccer in general. Last years NFL's superbowl was won be a team that should not have won it. It appeared the reason they won, was so the coach could go into the Hall of Fame. The coach had not won a superbowl before then, and apparently, even though he is a good coach, no one would recognise him as a good coach.
The NRL's grand final, and regular season is tainted towards what teams the NRL wants to win that weekend.
IMHO, it is because the players, and team officials are taking the focus away from the governing bodies. It is their game remember, not the players who play, nor the spectators that watch. Therefore, the governing bodies are deciding the only way the regain that focus, is to create controversy that only the governing body can deal with.
It is starting to get the way that you cannot watch a fair game of sport any more.
Edit: Video replays would only suffer from the same problems. If the referee, and the governing body do not want that team to win, then the referee watching the video will just happen to not see the vital piece of information.

No, instant replay will mess up the sport. There hasn't been a match played, without some kind of mistake from the referee. That's just how it is.

There have been some really BAD calls at important times in the match... the referee gets paid, very well, to make these decisions correctly. While it is not an easy job, in any sense, they need to get it right 90% of the time.
It is frustrating when they are right next to the play and still get it wrong... idiots.

I agree, and really there have been some terrible calls that have just devestated many teams, like usa vs. Ghana on Ghanas penalty kick. Its just rediculous and they should have replays just for the world cup.

the refferees do actually have the option of checking with replay, but as it slows the game down they are reluctant to do it.

yeah some of them are but mostly because fifa will not tolerate any bad dives. the ref's r pressured by fifa.
