Horse heigh is measured in "hands"
A "Hand" is a unit of measure equal to 4 inches, used to measure the height of a horse at the highest point of the withers. The number of whole hands is properly followed by a period, then the remaining height in inches. Thus a horse who measures 5 feet and two inches at the withers would be designated "15.2 hands".
From the following image ( http://en.wikipedia.org/wiki/Image:Horse_parts.jpg ) you can see that the withers are just at the base of the horse's neck.
The size of horses varies, depending on the breed. The cutoff in height between what is considered a horse and a pony is generally 14.2 hands, though some smaller horse breeds are considered "horses" regardless of height. Light horses such as Arabians, Morgans, Quarter Horses, Paints and Thoroughbreds usually range in height from 14.0 to 17.0 hands and can weigh up to 1300lbs. Heavy or draft horses such as the Clydesdale, Belgian, Percheron, and Shire are usually at least 16.0 hands tall and can weigh up to 2000lbs. Ponies are no taller than 14.2 hands, but can be much smaller, down to the miniature horse, which can be the size of a large dog.

I would put markings on a wall showing different heights then stand the horse next to it.
