It is SEEMS. The Cosmic Void guy is correct. You wouldn't say, "15 minutes seem too long." Beware of people who sound knowledgeable but aren't!

"Seem" is correct. Since the subject noun ("kilometres") is plural, the verb form should match.

One kilometre seems, many kilometres seem.

it is seems. the subject is the distance. when you get distance, time, etc., as the subject, consider it as singular.
