Sounds like Spyware. Download Both Adaware and Spybot Search and Destroy, install them and run both and see what pops up.
Then after it runs defrag your hard drive and you should see marked improvement.

First - is it just the internet, or does the computer run slower than it did when it was new? The speed of the internet service is fixed. The speed of processing the data depends on the computer and the software that runs on it.
Sometimes the software is stuff you do not really know is there, you did not load it. It was a gift from some skuflaw. This is called spyware, malware and some not very nce names. I would suggest that you start there. You could download a free spyware removal program such as Adaware PE. It is free and you can get a link to it through CNET or even through Lavasoft.
If this is the problem you may not be able to install this program. You can do so in SAFE MODE. Then run it from there also. A friend of mine hat over 900 spywares running on her computer. She could not run anything. It required the use of the SAFE MODE to load and run the Antispyware.

You've probably got some form of adware or spyware on your computer. This occurs in about 95% of all cases where someone complains about their connection running too slow. Download and use these free programs to check and fix the problem:
SpyBot Search & Destroy
AdAware
Spy Sweeper
A personal firewall such as ZoneAlarm or Kerio would be good for you to download and use too, to prevent this from happening again in part. Conduct scans with the other programs from time to time to prevent any other infections.
Other possibilities could be:
-- a piece of hardware going bad, such as a network card or modem
-- your ISP running low on bandwidth or service-related problem, though this is extremely rare
-- your PC doesn't have enough RAM or virtual memory to support the processes you have running

Open the internet properties and delete all the cookies and temporary internet files using the general tab. Also delete the history. For optimal performance do these steps every 2-3 days.

Spware, Isp, other demands on bandwith if your on/run a network.
Try repairing your connection in the connections part of your internet or network options, or resetting your router

Virus or ur static is not great! Maybe try switching internet service? Try comcast! I heard that it is SUPER FAST!!!! OMG i want comcast internet service so bad!!!

well try few solutions.... clear out all temporary internet files... scan for viruses in your pc... get nice firewall , windows firewall is not enough.. that's all.... if you're using dial up connection just like me then it's nature... it's really slow....
