Wire wheels should have no effect on pulling or difficult steering.
have your cars alignment, and suspension checked. Sounds like you have a bad rack & pinion steering assist problem.

what kind of wheel on what kind of vehicle? And if you have power steering you won't have any trouble as long as you have fluide. And if your car is riding rough when you're turning or pulling to one side, then you'll need an alignment.

the balancing of the alignment is straight. if your tires not rims are out of balance or miss matched or one worn more than the other it will pulling in the direction of the most worn tire. by balancing the tires and if they still pull a bit, switch them and they correct.
