I was 16, he was 29. My mom found out and pressed charges against him. After I turned 18, we dated a bit and then I moved to Indianapolis. When I see him in public now, I can tell that he is looking at me with peripheral vision, but he will not look at me directly. What I would like to say is, hey, I am sorry I have caused you grief in your life, but you have caused me some too. I know it's not a case of dislike, because we always got along really well. What should I do? I need to say something to him, but I don't know exactly what or how.

Say look you sick pervert....I was 16 and you were 13 when I was born. You should have known better and you deserve what you got.

Given the fact that you dated after the sad event, I'm sure there was much discussion about the situation. That was your closure, there is no need to discuss anything further. A polite hello or a smile and a nod if he looks your way should suffice. Since he does not look directly at you that should indicate he doesn't want to acknowledge your presence. Maybe he looks at you in the peripheral way so if you head his way he can make his exit. This is a good case of "let sleeping dogs alone". Don't try to reopen old wounds as nothing good can come of this.
