When I was that age I earned money by working in the tobacco fields in the summer, but I don't think that's a possibility in Milwaukee or in this day and age. You could babysit, possibly, or walk dogs for people who don't have the time or energy to do it themselves.

you need to be 14 for working papers, so at 13 you should do services for people: lawnmowing, babysitting, washing cars, washing windows at an apartment at $1 per window, vacation pet sitting & plant watering, etc. Put up ads all over: the supermarket, library, cafes. Library may have a babysitting class and referals, also your school. jr. camp counsellor also possible

babysitting is probally the only job you can get.
you can't legally get a job untill you are 15 yrs old in most states. unless its farm work on you parent's farm... lol and that doesn't sound like much fun.

try mowing your neighbors grass, or helping the elderly in your neighborhood with yard work or running errands for them do a good job and word of mouth will get you more work.
REMEMBER to be polite and courteous.And dont charge outrageous prices.
