This doesn't sound right. Just how long were you sitting there in the car without feeding the meter when you caught sight of the cop?
If you ignored the meter and then scrambled to activate it and the cop knew it that's why you received the ticket.
So the actions of the officer are neither unethical and it is not abuse. You just didn't get away with not paying.

Yes, that is unethical and abuse of authority - unless there's more to it than you're telling us.
Otherwise, hope you grabbed any witnesses. Did you note the time of day on the ticket and compare it to the time on your watch?
Take it to court. If this is all that happened, as you reported, they will throw it out. And should reprimand the officer, as well.

I would most definitely fight the ticket. When you are in the right and you know it don't let anyone make you pay for it. I would go to court and tell my story. If need be consult an attorney. First consultation is usually free. Don't let this meter maid get away with thinking she is above reproach because she works for the police.

Contest the ticket AND file a separate complaint against the officer. It might be nice if you had a witness, ask around and see if anyone saw you pull up and get a ticket right away.

Whenever I see a traffic officer writing a meter ticket, I run up to them and scream "WAIT WAIT!!!!!!!! IM HERE!!!!!"
They then proceed to tell me that it is too late, they already wrote the ticket into the machine, blah blah blah...
After a min or so, I say "GOTCHA!!! just kidding" and walk off....it usually makes them laugh.

I agree with bright light. You have to fight it, but you need to do it all legally or you are no better than the officer.
