Okay..... I agree with the other posters who say that the fish is incapable of being mean to your daughter, but just for argument's sake, we'll take you seriously.... for a moment.
Is your daughter being mean to the fish first? Is she tapping on his tank, shaking it up? The fish could be freaked out, it might not be anything about "his" personality.
Since the fish is incapable of emotions, punishing him is pointless, which would in fact, make it cruel to do so.
Don't know what kind of reply you were looking for, but it's kind of disturbing that you were looking for ideas for punishment on a defenseless creature.

Dont punish the fish, punish your daughter to ger use to the faces.
No candy for a month.

Fish don't have brain large enough to be mean or nice.
You are being mean to fish by keeping it in a tank. Be fair and releas the fish in its natural habitat.
