Yes they do, try Maybelline eyeliner I forget exactly what it's called...sorry.... You can get it at Wal-Mart. I got it because my eyes always are tearing up (allergies) It stays on pretty good in the pool, but my tears get so bad I end up wiping some of it off with my fingers. Although I bought it to use in the pool and I like it a LOT. I use it everyday because it stays on darker and longer than normal eye liners and go on easier than a pencil. (less mess than liquid also) Works really good...

Yes they do make waterproof eyeliner. You can find in like Walmart or Kmart. It works miracles because I use it Maybelline has a nice brand of waterproof eyeliner.

Do you really need to wear makeup in the pool? Anything that is waterproof requires a lot of tugging on the eye area to remove. This speeds up the aging process. Try water resistant, just dont rub at your eyes when you are wearing it.

Of course they do. They make water-proof everything.
Try MAC waterproof eyeliner....I love it. My eyes are always teary and this is the only liner that works for me.
