there are a lot of website that offer free webhosting for members. Yahoo has geocities.com, there is www.hompagez.com and a lot of other sites. Most of these free site have their own site builder or if you know html you can always write your own code and post it to the website. Just go find a free site and have fun with the page builder to start with and see what you can do. there are also programs that will allow you to use them instead of the page builders on most site you can normally get like a 30 day trial to alot of these sites just go to download.com and do a search for web site builders there.

Step 1: Learn HTML.
Step 2: Prepare a website offline by using above HTML "skillz".
Step 3. Sign up for Geocities, Freewebs, Cabspace, AngelFire, etc.
Step 4: Upload your site.
I doubt you'll pass Step 1, though.

It depends what you are looking for. If you just want a personal website where you can post pictures of friends and things...Myspace.com is the place. If you are using the website for something else...try webspawner.com. It's very basic but its free. I used it to run my fantasy football league.
