This isn't an "a" or "b" question. Both can answer the phone. It depends on the responsibilites they have been given. A receptionist's responsibilities will be answering phones and greeting clients and that's about it. A secretary will do more than just answer phones and greet clients and can include typing letters, filing, catering meals, monitoring employees in and out, etc.
I don't recommend using the word secretary anymore. Administrative Assistant is preferred. Secretary took on a degrading reference sometime about the 60's when the typical secretary was a woman who was only there to answer the phone and get coffee, however, when the word secretary was originally formed, it had a great deal of power behind it as it referred to an executives right hand man, as secretaries were originally all men who were responsible for the holding onto the most confidential information. They were very trusted.

It depends, actually. I'm an office manager and I answer the phone at my job. I'm neither a secretary, receptionist, or admin assistant. I just had to make things complicated! =D

They are called a receptionist if all they do is answer phones, schedule appointments, and greet visitors. If they do clerical work, they are called an administrative assistant. ("Secretary" isn't used anymore - someone decided it was politically incorrect or something.)
