I don't know how - but its clear their intent was to have refs call more penalities, give more caqrds and protect the finesse teams, while punishing the aggressive tacking teams. The unfortunate part is - there clearly are horrid refs - Lorrando (Italy-USA match) , but I believe a lot of decent refs have looked bad, because FIFA demanded they change the reason and way penalities are called.
Most refs were chosen based on how they call and different regions they represent - but then right beforehand mandated "tougher calls" - which takes a normally good ref , out of his game too.
Whomever ref'ed the England - Sweden game in the first round is by far the best, in my book. He would call a penalty, then explain to the player why - without a card. Clear yellow and red cards were called - leading to a fair and challanging match - probably the best one in the first round.

I know! The ref for the Korea vs. Switzerland game was so annyoing and dumb. The score is suppose to be like 0-1 but the stupid ref said that the second goal for the Swiss counts for no reason. The Spanish announcers even said that the Swiss goal shouldn't be counted but No. The Swiss player was in the goalie box before the ball was. And the player that scored the goal tripped Korea's goalie. that's already two penalty goals. But the ref that was on Switzerland's team said, "No, that's a goal, fair is fair." Yeah right. That isn't fair!

Simple FIFA president Blatter chose refs he can control and help his country (Switzerland) advance in the world cup. We all saw the games lets be real. If they picked good reffrees with with careers they probably could not have corrupted the game. FIFA is corrupt.

Fifa's getting really corrupt this time. Last World Cup, I didn't notice it this much but this yr (Ghana vs US, Korea vs Switzerland), its been horrible. Prob'ly cuz the Fifa president wants to control all the refs. (Esp. for the Swiss game... it's a conspiracy. 1) Fifa prez = Swiss. 2) Argentina ref = Swiss origins. 3) Now, who do you think won that game?) -_-''

I dunno but its obvious that the refs are helping out teams like the Swiss (btw, Mr. Bladder [Blatter] is Swiss) and Brazil (who has a very good chance of winning the WC)... Tell me when you find out why the refs are so bad at their job.

I th ink it was a matter of communication .The players
spoke Portugese and Dutch ,the referee Russian
THERE WAS NO INTERLINGUA therefore he relied
on his yellow cards and FAILED

I know it is annoying they will call something on one team, and a couple minutes later the other team will do it. And it is okay. I was getting so mad.
