I did this in my wall. I used foam in-the-can NON expanding for fear of blowing out the wall. It took 10 cans drilling a 1/4" hole every 10" up the wall to put the nozzle in. It's easy to patch the little holes. Sure made a difference. You shouldn't do this if there is an electric outlet in that cell.

This is pretty normal; the drain pipe has to go somewhere, so it just passes down through your wall. The only thing you can really do is to either add more insulation around the drain pipe to dampen the noise, or add sound dampening materials to your wall (seems kind of funny, but something like a sheet of rubber or foam backing on the back of the drywall in front of the drain pipe can help dampen the noise a lot) The only other thing you could do would be to re-route the pipe, but that's a pain and expensive, and you're only moving the source of the noise to somewhere else.

1. you can tell the person upstairs not to flush the toilet.
2. Move
3. Pull off the drywall on that wall, wrap the pipe with insulation and then repair the drywall. This will be the cheepest fix without any major remodel.

Tear your upstairs wall out , stuff tons of insulation in them, or just deal with it like I do!!!.

there may be dirt accumulated in the tank refill mechanism. this would have to be replaced.
