2 ways to get the best results (including adding chapter stops and DVD menu):

1. Connect your VHS player to a DVD recorder. Record the VHS video playback on the DVD recorder harddisk first, then burn the DVD using the chapter/edit features in the recorder.

2. Connect your VHS player to a Multi-media PC. Record the VHS video playbak on the PC harddisk first, then burn the DVD using the much better video editing features available on PC programs.

No, the lines would not go away. The DVD recorder records whatever is on the VHS tape. However, if it is the only VHS of you at 2, then get it done, lines or no lines.

Call your fairy godmother, have her wave the magic wand and ta-da...it's a dvd!

No, seriously, get a combo vhs/dvd player/recorder and this can be done with no problems.

You can buy a DVD recorder from any retailer and hook up the VCR to it to transfer the recording. I found this to be very easy to do since all it takes is pressing play on the VCR and record on the DVD recorder (assuming you have it set up properly).
