If you have no other choice, then reboot and start in safe mode, make your computer boot up in MS Command Prompt mode, and remove it through DOS instead.

If you want directions on how to remove it using DOS, then contact me. Otherwise, use the instructions from below and use safe mode to delete it, but I have the feeling its a malicious virus or spyware thats causing your problem.

If this folder is located under system_restore, try turning off this feature, then try to delete it. While this service is running the folders are protected.
Also look under properties of the folder and find out what process (if any) has the ownership of the folder, Then kill the process that has ownership.

First of all, if its the Temp folder that is normal.

If its something else, a program you are running may use it to hold temporary files.

Otherwise, I suggest going into safe mode (spam the F8 key while your machine is booting) and try to delete it from there.

Try going into Safe Mode on your pc, and then removing the folder in that mode. Then reboot, and the folder should be gone.
