If a compound or isomer is chiral then it is optically active.

Chiral compounds can be identified by looking at the carbons in the compound. If there are 4 different groups attached to the carbon then it is chiral. If there are 2 or more of the same groups attached then the compound is Achiral. (Each carbon in the compound must be looked at to determine if it is chiral or achiral).

When 4 different groups attached to carbon atom in an organic compound the atom is a chiral carbon and has an optical activity, ie..roatating the polrized light either left - or right + , which is two isomers for the same compounds having different properties,if the two isomers in the same mixutre the mixture is a racemic mix,and if they are at the same quantites the racmic mix.will be optically unactive.

That first answer was pretty close. If a compound has two isomers that are chiral and are mirror images of each other then they are optically active.

either something is chiral or it's not. it's not by part of the molecule etc. optically active means it will rotate polarized light. the chirality offers a handedness to the molecule that can be detected.
