No, and both sides made that an ugly match, not just the Dutch. Deco deserved his just like almost all the other 17 or how ever many there were. Trying to delay the match by holding the ball to keep play from resuming isn't fair play either.

YES absolutely. At the first yellow card Deco had no other option because the Dutch player should have turned them the ball or send out. The second was so stupid, the Dutch player should have gotten a card too. England won't laugh after Saturday when they lose to Portugal's B team.
It's a fact the ref was trying to favor the orange all the time, ignoring their offsided and being too strict on the portuguese (for ex. a Pauleta instance). Not to mention a dutch butcher who knocked down Petit for no reason. The dutch did all they could to make the others lose their temper. They are childish brats who can't play soccer.

his first foul was caused by the lack of fair play, but fair play is basic respect, not part of the rules, and it was a foul indeed, so the first yellow was deserved.
now the second yellow was completely unjustified, if that's considered wasting time many teams wouldn't last a whole match.besides i can't get why the dutch player that grabbed and tossed him wasn't carded (fifa has very clear directives about punishing this kind of behaviour).
the english (at least the press) are also asking for a ban for figo.
in al fairness i believe these two actions would have to be taken together, most likely neither will be.

well, according to someone portugal should have had two more cards...well the dutch should have had two more reds for shoving a player from behind, and whoever like tackled Deco, or at least grabbed him, jerked him around, and took the ball from them, those both should have been reds... as far as the question, they should remove it, he wasnt delaying the play, hes actually trying to roll the ball over when the guy tries to take it, so its just ridiculous...especially because the player that took it from him didnt even get a yellow! let him play against england, definitely

I hope FIFA removes one yellow away from Deco. If not, I think Portugal can still beat England without Deco. As long as Cristiano Ronaldo is healthy to play.

Portugal is lucky they didn't have 2 more players red carded in that game. Maniche should have been red carded for going off of the pitch to celebrate his goal. FIFA had apparently instructed the referees to penalize for this. Early, the Netherlands should have received a penalty shot at least for the chest high kick by a Portugese player, and Portugal is lucky they didn't lose that player to a red card as well.
The England team and most of their fans must have been laughing up their sleeves seeing Portugal decimate their team for the next round. Now if only FIFA will rule on Luis Figo's head butt and suspend him for the next game, things will be perfect.
