depends on the strength of the base actually. water is amphoteric which means it can act like an acid or a base. if a weak base is put in water the water can neutralize it, but water is quickly overrun yielding the below equation.
B + H2O yields HO- +BH
this makes the water basic.

When a base is dissolved in water it becomes a basic solution. The more base you add/dissolve in the water, the higher the concentration, and the higher the pH of the solution. You will be making the solution more and more basic.

The water molecule would be polarised and there will be an increase of OH- anions in the solution. The pH of the solution will rise and you get an alkaline solutio.
