Im wearing a Black skirt just below the knee its a flamenco jersey skirt, so it flares out slighlty and is really girly what kind of top could I wear?
Also anybody got any Make Up Tips, What sort of Jewelry should I wear, costume or real?

Ok, well I wouldn't wear a top that was too 'fussy', it will make you look like you are doing too many looks all at once. I would wear a simple vest top, there are some really great ones out there at the moment. Nothing with patterns on it, or fancy sleeves, just a plain vest top. I would go with a red vest top, to play up the 'flamenco/spanish' look, or a black one, accessorised with beads. You'll look great! Make the make-up simple, focus on the eyes. Make sure you have a good base, and then use eyeliner and loads of mascara for a smokey eyed 'Seniorita' look.
Either put your hair into a side parting and make a pony tail to one side of your face. Pull pieces out of the pony to frame your face and make it look more feminine. Either that, or curl your hair, curls are big this season!
I would choose black beads, if you are going with the red top, or red beads if it is a black top you'll be wearing.
Add some colour with some red shoes, they are all over the place, or a red cinch belt!

If its a flamenco skirt why not go for a sexy scarlet colour top - maybe a corset or a nice fitted halter neck - and heeled red wedge sandals. Or a white strappy vest top and then you can add some colour with a nice necklace/earrings/belt and matching heels. Flamenco style makes me think some big, vintage style, costume, chandelier earrings - like Beyonce wears. Gorgeous!
Make-up would have to be smokey eyes with plenty of eyeliner and nude, glossy lips with some lightly shimmery bronzer too.
For hair, either curls as the lady above suggested or if you prefer it straight then just make sure it has lots of volume to it and wear it tousled - as if you have just flipped your head down then up!

What kind of do is it? Wear a white or light coloured top you can either where on or off the shoulders, a moderate amount of make up is good, but go with your skin colour, eyes and complexion, make it simple so you can fix it as the night draws out if need be. Wear cosmetic jewellery, but not too bling....should be a good night

Is the function casual or dressy? If casual, go with a cute tank or sleeveless shirt. If dressy a nicer blouse. Jewerly I would say real.
