Depending on how old you are, you should wear more as you get older... obviously
But for a beginner the basics you should have are
1. A tinted moisturizer or Almay Touch Pad Foundation, b/c it's sheer and easily blends, you'll have no trouble getting the hang of it... I especially recommend Almay touch pad... it's got great coverage if you need it but it's so sheer and easy to put on. Plus with the spf factor built in it's protection as well.
Remember always apply your regular moisturizer first, wait about 10 minutes for the moisturizer to "soak" into your skin before you apply foundation, if you don't the foundation will become streaky and caky later on in the day
2. A peach blush or a light pinkish bronzer
if you want glow, you need to first add some color to your cheeks or you will look oily not glowing...
Gently tap the blush or bronzer, don't brush across, b/c that creates larger particles and can cause streaking later... blow on the brush to get rid of excess. Pucker up your lips and tap onto the apples of your cheeks, then gently tap the bridge of your nose, your chin and your forehead... Not too much, but just a little to get a rosy glow... Remember apply blush or bronzer to the areas that get pink when you get a sunburn on your face...
3. Curl and apply mascara...
I really can't recommend a particular mascara b/c it depends on the person, but I use Christian Dior Mascara, b/c it's really the best. Remember to curl your eyelashes first, don't clamp too hard or your will not curl your eyelashes but make a crimp. Apply 1-2 coats, and remember to wipe the applicator before applying to get rid of clumps....
4. Pale pink, Dark Gray or Black, and a Tan Eyeshadow
First with a large eyeshadow brush, gently brush the pale pink on the entire eye lid, remember to accentuate under the arch of your eyebrow. If you have a white eyeshadow to highlight it's better, but if you're not ready, just the pale pink is fine. With the Dark Gray or Black eyeshadow, use a flat brush, and apply to base of upper lash line up to the crease of your upper eyelid... if you find that this is too dramatic for you, tone down the color with a slightly lighter shade of gray or try a Dark Brown (but this isn't really recommended for you, b/c you have brown eyes right?) With the Tan eyeshadow, use a firm mid sized brush and gently blend in the two zones near the crease of your eye. Remember with eyeshadow LESS IS MORE!!! do NOT put on too much, b/c you can always add more, but it's soo hard to take it all off and start over again. Q-tips are really helpful if you feel you put too much on...
Other colors to use if you don't want to use tan, try a green or a plum eyeshadow rather than tan... and for the summer if you're young enough, I like to use a eyeshadow with sparkles... NOT PEARL... it will make you look frosty... I avoid pearly eyeshadows at alll cost, but shimmer is great!
6. Loose Powder, I recommend Anna Sui
Using a large powder puff (the best) or a powder brush, tap and blow the excess off, or if you're using the puff tap it on the lid of the powder. Tap onto skin, and if you're using the puff gently press into the skin... This is ALWAYS the last step, I sometimes wait right before I'm going out the door to apply the loose powder, b/c it's what absorbs extra oils and "sets" your make up... You can use a cake powder for touch ups during the day, but loose is the best overall
7. Lip gloss or a sheer lipstick
That way you don't need to use a lipliner, b/c a lot of makeup novices have trouble creating even lip lines... apply and kiss a tissue to get excess gloop off, especially if it's a gloss... and then dab the center of your lower lip with just a smidgen of lip gloss for dewy lips. (don't do the folded tissue in between the lips thing, b/c it's really too much for a gloss or sheer lipstick, only do that if you're wearing a dark colored lipstick)
8. Finally you said you wanted glow... I think you want to add shimmer to your face? If you do, get a highlighting powder, Guerlain Meteorites, and I've seen a similar product from Revlon, I just don't know the name or I've used white pearly eyeshadow and loose powder in a pinch... but be sparing... a little goes a LONG way... using a brush larger than your blush brush, but smaller than your powder brush, tap into your forehead, the apples of your cheeks, your browbone, under your eyebrow arch, DON'T apply to your nose, b/c we get oily enough there as it is... If you buy a blush or bronzer with shimmer built in,
As you get the hang of makeup application you can add
eyebrow powder or pencil, pencil eye liner, lip liner, then liquid eye liner... in that order... so you build up precision before you tackle liquid eye line... which is tricky to make even if you're a beginner
And remember even more important than proper application is proper makeup removal and proper skin care. Never sleep in your makeup, and always remove with a cleanser and then wash your face... It should be two seperate steps, and always end your face washing routinue with a splash of cold water. For makeup removers, I recommend Cetaphil, it's super gentle and cheap and it takes off even waterproof mascara...

I am not sure what kind of money that you have, however the best foundation product out there is Perscriptives. They have a product called Virtual Skin, that provides light coverage and still let's your natural beauty shine! They also have various shades for all skin tones and types. They can be found at any department store like a Macy's and such. It runs about $35-$40 dollars a bottle.
A cheaper alternative I would suggest is the aqua smooth foundation from Cover Girl. I have heard good things about that. Or if you want to spend somewhere in between Cover Girl and Perscriptives, I reccomend Clinique as they are hypo allergenic and run about $20 a bottle. I think the foundation that would work best for you in that line would be, Perfectly Real as it is a light, but nice coverage.
As far as your eyes go, keep it simple. Get some basic browns, neutrals and some greens that will compliment your eye color. I reccomend Clinique for this as they are hypo allergenic and will nto irritate the eye. For eyeliner I would get something brown and black mascara. Keep it as natural as you can. Some color can be fun, but too much and you like a clown! :)

Before you start wearing makeup, get this in your head. Make up is not meant to make you beautiful is just to inhance your beauty. To fix all the little flaws. For example if you have different color skin tone, the make up will even it out. Lets start with foundation. The key to a natural makeup is to blend the foundation really well. Choose the foundation you want. Liquid or powder. I personally prefare powder because I'm young and I'm not trying to do it too much. After completing the foundation. you can now move to the eyes. Remember this, You don't always have to match your eye shadow with your outfit. Yoou can use kool colors or hot colors. I mean bright colors. You can mix two colors together for an even greater look. Oh 1 thing about the foundation, you can use concealer for that little flaws you may have. Eyeliners give you that dark mysterious look. If your going to school or something like that, remember to go light on the eyes. Lip gloss are great. Use lipgloss with a little bit of color on it they make a great impacted look. Advice: Use moisturizer and a sheer translucent powder that is pressed. Choose a shade that is ,of course, closest to your skin color. Now for your eyes. Try using a eyelash curler first. If that does not work out, use mascara that isn't too heavy. No eyeliner. Use a dark eye shadow to outline you eyes but make the line VERY THIN. Finally use a warm sheer lip gloss. This makeup will give you a natural glowing look.

I have the same eye and hair color as you. This is what is going to work the best:
Eyes: Goldish earth tones for eyeshadows. For eyeliner, just apply a very thin line to your top eyelid. You could use black or even better, brown! Curl your eyelashes and don't use any mascara. If you have dark hair, you don't need it.
Cheeks: use a pinkish brown blush, only for special occasions, because of your skin tone, you don't need it everyday.
Lips: a pinkish brown lipgloss.
Wash your face everyday and you probably don't need foundation. Get a shimmer powder for your neck when you go out also.

No makeup unless you are old enough.
A natural look would look good on you. Since you have tanned skin, try a bronzer on your nose and cheeks and a swipe on your forehead. For your eyes, make them stand out with mascara in black, no eyeliner, eye shadow in a mocha color- not too much- and a lighter shade of brown/beige to contrast.
Use as little as possible. For your lips, just a clear gloss wll do or a pale pink sheer gloss.

Natural- buy a powder to go on first. (Cover girl, Almay, something that matches your skin color.) Then buy some blush and a blush brush (again I would use Cover Girl fo the blush.) Then use some mascara (Cover Girl.) Put on the poweder first, not too much. Then put a little bit of blush on (make a fishy face and brush it on your cheekbones, a little on the chin and forehead. Then use some mascara, (you can ge a clear kind so it doesn't matter if you mess up. Or if you get a dark color, be careful not to get it in your eye!!

I think you should go to a make up counter and play around until you find a look for you. They love to give out samples! My favorite brand to use is Mac. Also call you local Mary Kay consultants they will be glad to make your face up for free if it will possibly lead to having a new customer. If you really want to stay natural try bare minerals or just a powder and lip gloss. Play up your eyes with mascara and a Little eye shadow.

easy does it and shine is in so my advice is to start out with some high quality lip gloss and some shiny cream or pink eyeshadow. (Mary Kay, Neutrogena and Clinique are good.) PUt a light layer of shiny eyeshadow on your lid all the way up to your eyebrow. (lLIGHT is key). Then just put the gloss on, it's easy. The worst thing you can do is plaster yourself, especially if you don't know what you are doing....
