As far as I know, the only state document that usually requires your SS# (your federal ID number) is your tax filings. If you're talking about a bank or a credit card or a university or something like that, then it is unlawful to require people to disclose that info. You are within your rights to refuse to give it. You should be able to sue if they give you hassle.

What's the reason for verification? Work? Yes, they always verify that to make sure you don't use somebody's else SS# to work ( Immigration Law where Immigrants need to have work permit in oreder to work here).
Also in any type of financial institutions they check your credit rating if you apply for bank account or loan (your eligibility for beter loan rates or if you are a good spender in order to give you credit card). They have a right to do it.
I know, sometimes they want it in car dealerships if you want to take car for a drive test, but then you don't have to give it to them because they want to see if you are going be approved for financing and worth their time. But until you don't apply for a loan-don't give it to them- it's not their business. For a drive test they need only your diver's licence not your SS#. If they refuse to take you for a drive test tell them you're going to another dealership if they don't like youor your money! (It's only their game to get your SS#)

Other purposes? Nothing comes to my mind now...

Hopefully I helped.
