Well you know that perpendicular slopes are opposite reciprocals so in this case the slope of the line you are finding is: (1/3)

Then you have to plug it into the equation with the given points.

y = m(x) + c
5 = (1/3)(0) + c
5 = c

So then your final equation is: y = (1/3)x + 5

Perpendicular has the negative reciprocal of the slope.

Therefore, m = -3 (that's the slope of your initial line)

Perpendicular would be Postivie one third aka 1/3.

Plug it in for y - intercept. (you already no this since that is the point given, but just in case they didn't give you an axis point)

5 = 1/3 (0) + b
5 = b

y = mx + b

y = 1/3 x + 5

The slope of a perpendicular of a line is the negative reciprocal of the slope of the line. Your line is
y = -3x + 1

Using
y = mx + b

The Slope is -3

Thus, the slope of the perpendicular is 1/3 (neg. reciprocal)

Now you have m = 1/3 and a y-intercept 5. You can substitute this to
y = mx + b

y = 1/3 x + 5

equation of the line y=mx+b
If they are perpendicular that means that you m´=-1/m and in the equation you give m=-3
so, your new m is m`=1/3

So, now you have
y=1/3x+b

and you need to find b. So, substitute by the point the line intercepts (0,5)

5=1/3*0+b
5=0+b
b=5

So, your equation is
y=1/3x+b

given y intercept we oly need the slope(using slope-intercept form)

y intercept --- 5

slope of y = -3x + 1 is -3 so we'll get its negative reciprocal(because its perpendicular, if parallel use the same slope)

-3 ---- 1/3 so

y = (1/3)x + 5 --- 3y = x + 15 --- x - 3y= -15
