Niagara Falls USA and Niagara Falls Ontario are absolutely two separate and very very different cities. I'm from Buffalo, so I know this, been to the both sides of the falls many, many times.
Berlin used to be, but nothing like that exists today to my knowledge.
But Niagara Falls? If you don't know, don't add to the ignorance out there.

Let's start close to home.

Several of the Texan border cities have their counterparts to the south of the river, and others in other states have their counterparts also.

Examples include San Diego/Tijuana, Laredo/Nuevo Laredo, Matamoros/Brownsville (one of the few non-Hispanic named cities on the border).

Then there's Niagara, which although technically not "split" between two countries (I think they may have grown near each other) there's a part of the city of Niagara which is sovereign Seneca territory.

Allow me to stand on a soap box right now:

When people think of countries or cities, for some reason we think Europe. Europe is a really small part of the world, doesn't have a lot of people. They have a great marketing gimmick that makes us want to travel and spend our money there, but the world is bigger than Europe.

Let's start here in the US when we think of the world, think south to Latin America, then east to Africa, then Central Asia, the India, South East Asia, then to East Asia.

These are the most interesting parts of the world!

Jerusalem is split between three religions. Once a Palestinian state is established, it will be also split between two countries. I don't know if Edinburgh is split between England and Scotland. The city you're thinking of may be one that was part of the old Soviet Union, but I don't know. I suppose it's an obvious place, like somewhere in Switzerland.
