In the case of the Harry Potter films, it was decided originally that only true Brits were going to be used for the films. They were not going to hire anyone who was "putting on an act" in the way they spoke. Therefore, when it came to Parvati and Padma Patil, I'm sure they were the best that the casting directors could find at the time.
For those of us who don't know any better, we never would have guessed that the two girls were not from India.

All those casted for the film were British. I realize that Patil is a distinctly Gujarati last name, but the casting directors only needed a look. For the purposes of looks, many British girls of South Asian descent would work.
Someone specifically of Indian descent could have been used if they had made the casting cut, but they didn't. It's not a question of racism, it's a question of who the directors decided had the right look and the right talent for the parts.

That's pretty racist of you. I don't remember but do they ever say the girls are suppose to be Indian.
For those of you who don't know in much of the middle east a lot of people look down of people from Bangladesh.
But to answer the question, even if the girls are suppose to be Indian, a lot of movies cast actors who do not have the same background as the characters they are playing. The best example I can think of is Sean Connery who is probably the best known for his role as British Super spy James Bond, but he is from Scotland.

Hollywood is very racist. For the longest they have used white people to portray native americans in a lot of movies. Like they could not go out and find a real native american to play a part. Daniel Day Lewis is as white as they come, but they slapped makeup on him and had him play a native american. Come on. This has been going on for years.
