My bet they won't make you fix any of those things... go ahead and take it in for inspection. If they do find anything wrong, they will list it and give you the information to have the problem fixed and allow you to return for a followup inspection. Even if it is an emissions type test and the check engine light is on for emissions, it doesn't mean you will automatically fail the test.

I am not sure what state you are getting the vehicle inspected in, but that does make a difference. Here's how you may be able to deal with the issues you listed.
1) Don't drive the car a lot before getting it inspected. If the engine is relatively cool the heat gauge will not have time to be working, so it will be assumed ot be fine. If the engine is cool and the gauge reads cool, how could it be wrong? :)
2) Unhook the battery cables for 60 seconds. this will reset the computer, including the emissions light. It should stay off for anywhere from a few hours, to a few days, possibly even for good if there is not a real problem in the system.
3) Duct tape for the aluminum and affix it to the inside of the bumper covering.
4) You have Cougar, which is not the best of cars, which is good and bad news. The bad news is they break often and are not in production anymore, so that drives costs up. The good news is that so many of them have been junked that there a fair number of used parts available through junkyards. Good luck!

The emission problem is probably a definite . The other items are kind of iffy . The bumper and heat Gage are cheap fix items and should probably be fixed any way .

i'm shocked that the vehicle remains working. often the engine gentle comes directly to make you conscious that some thing needs to get replaced. Depends on the state you live in, but inspections are mostly just road-worthiness. Those defects should not fail your inspection. Maybe the bumper thing, but I really don't think so. If they don't pass it, don't pay them, and take your car to another inspection station.

I would bet that the emissions control part will cause you to fail inspection (I assume that you are in a place that tests emissions).

Usually safety inspections are different from emissions inspections. So anything not safety related will not prevent you from getting tags.

I would say yes they will have you fix it before you get your emmissions sticker and as for the bumper yeah they will have you fix that too as for costs about $400. to $500. depending on the shop.
