My question deals with Yahoo! UK, Yahoo! DE and Yahoo! FR.

Yes you can start in the home. Block all access to yahoo with a product like cybercop or net nanny.
But for you to assume everyone want to control the minds of their children you have missed the boat. While my two children were growing up. I never restricted any sites or monitored their usage. Gee whiz I always managed my children's lives with the 2 motto's, keep them busy and they will not have time to get into trouble. And don't make a big deal out of it and they won't.

I would start with the parent organisms they should be keeping their kids safe online. Yahoo can only do so much.

And think you actually meant organizations :D
