fairness will almost always be questioned by someone, especially the persons/parties on the losing end of the decision. but that does not mean that we cannot still try!
a fair decision should lead all parties to perceive no wrongdoing on the part of the decisionmaker. even if i lose, i want things to be done without bias. even if there IS no wrongdoing, pains must be taken to avoid the APPEARANCE of wrongdoing.
a fair decision should be transparent and justified, in order for all involved to see how it was arrived it. if questioned, reasons might be given for the decision as well, again, to demonstrate (well) fairness. credibility is added if the decision is observed by or arrived at with the help of an outside source.
to me, these steps will help me have confidence that a decision has been arrived at 'fairly'.

This is a good question!
In making a decesion the outcome may not always be fair, but the best for the circumstance. When you do make a choice, you are choosing one thing and leaving something else behind. I guess in this situation you would have to measure the benefits of each choice and figure what is most beneficial for the matter and people involved at that time. If there is a way to make everyone happy...go for it! However in a lot of decesion making it seems that at least one person will not be totally satisfied.

You rate a decision by making sure that everyone is not effected by the decision or that the party involved, including yourself, agree that it does not effect them.
