XSL stands for EXtensible Stylesheet Language.

The World Wide Web Consortium (W3C) started to develop XSL because there was a need for an XML-based Stylesheet Language.

XSL consists of three parts:

XSLT - a language for transforming XML documents
XPath - a language for navigating in XML documents
XSL-FO - a language for formatting XML documents

Once you have attached a XSL stylesheet to an XML document you need a XSL engine to generate the transformed document. For instance, you can open the XML document with Internet Explorer and view the transformed document. You can also use tools like XMLSpy (http://www.altova.com/) to develop XML/XSL and preview the results of the transformation.

Maybe if you tell us what you would like to achieve with XSLT. In general, you don't need an Internet connection to use XSLT, unless you want of course to access document that are on the Web.
