sand the rust off then repaint them with "Rustoleum"

Wire brush most of it off, or sand it. Use a good metal polish, the chemicals will remove the remainder. But if you are planning on repainting the chairs, just remove the surface rust and use Tremclad rust paint.

The traditional way is by sanding it. But you may encounter problems with some crevices that have rusted. Try applying a chemical known as a rust converter before repainting the surface. It should be available in any DYI place. Check this site for further info:

There is a product called Endrust that changes the composition of rust back to black iron seen it work wonders.

First take a picture of what it looks like now.
Sand them.
Repaint them.
Take another picture.
