Never been to Finland but I hear it's cold - so maybe frozen pipes :-)

That's the monument to Sibelius. It's an abstract sculpture that represents organ pipes perhaps. The pipes are great fun to play under and around, and to whistle or hum up or listen to when the wind blows hard. As far as modern sculpture and goes, I think the piece works incredibly well relative to other chunks of public art. Not only is it interesting to look at and interact with, but it is even related to the subject.

It's called the Sibelius Monument.

Nowhere does it say quite how it relates to Sibelius or his music, but it does say that it is "reminiscent of a birch forest or of the Aurora Borealis". I have only seen the pictures but I think it is quite beautiful and does sort of remind me of one of my favorite pieces of music, "The Swan of Tuonela".
