Perhaps you want to look at Switzerland's model. Each elected member of the Bundersrat takes a turn at the helm of leadership. based on what you do steering the ship of state, that either impresses the voters guaranteeing your re-election or dis-interests them, securing your political demise. it works wonderfully.
