First of, your garbage should have a proper cover so that flies would not go into your garbage. Maggots existed because your garbage has been exposed to open and flies have access to them, and adding to the fact that it's not taken away regularly. Be sure that the garbage coming from the house are place in plastics, and spray them with insect spray before you close them up for throwing in your garbage bin outside. The insect spray will repel the flies from going into your garbage thus maggots would be eliminated.

Take out the trash more frequently. Why kill the maggots in the trash? They will be gone when the trashman comes. Get some new trash cans with no holes and tight fitting lids that will keep the flies out, and prevent them from laying eggs. In the mean-time get some bug spray.

I take my garbage once a week (saturdays) and I risk them crawling in my car... I usally dont care, but I would love to know what Kills them...
