I have true rue ( witchebane) going to seed right now. I'd be happy to share, just contact me if you'd like some.

If you are looking for Ruta graveolens (perennial herb plant with funny odor) I got some from Pinetree seeds ( http://www.superseeds.com/home.htm ). It's nice company, good prices, and the seeds grew! My plants are two years old and 3 feet tall now.

You could always try looking on Ebay for them.
