I never understood the words myself, nor did i know that Bruce Springsteen wrote it. But you made me curious so i looked it up and found the following on Wikipedia:
Bruce Springsteen, in his 2005 VH1 Storytellers appearance, lightheartedly made the assertion that the sole reason that Manfred Mann's version of the song went to number one is that the altered lyric is actually "revved up like a douche". Bruce said, "The original lyric is 'cut loose like a deuce' referring to a two seat hot-rod, a little deuce coupe. Manfred Mann changed the lyric to 'revved up like a douche.' which is a feminine hygenic procedure."

Bruce Springsteen's original lyrics said "cut loose like a deuce...," but it was changed by Manfred Mann to "revved up like a deuce..." Many of the references in the song are personal. According to Springsteen, the "deuce" refers to a 1932 Ford hotrod.

a deuce is a car, like "Little Deuce Coupe" by the Beach Boys. It means something else though too...I think I remember something on VH1. Hmmm, I'll have to ponder this.

Deuce refers to a hotrod. That along with "another runner in the night" I think sums up American car culture and American culture in general particularly on some weekend night in some city, anycity USA where "kids" are out testing their nerve and machines racing on the streets and machines for bragging rights.

I don't think it's suppose to have a real meaning. Heck, look at the Beatle songs - now some of them are weird, but catchy little tunes.

think abstract art, it's part of what has made that song so good for so long. When you try to guess the meaning, it kinda ruins the song a little. appreciate it for what it is, sorta like the song american pie.
