Could Ice be used to produce fire?

Sure, fashion the Ice into a lens and use the lens like a magnifying glass to ignite a fire. If that's what your asking.

Ice into fire? That's a strong order. There are a couple ways I can think of. First, you can make a lens out of ice to concentrate light onto something.

The second way is to make the ice using water and natural gas or propane. You basically bubble the gas into the ice as it is freezing to make something called a hydrate. These hydrates are ice like and have the methane in little ice cages inside. They are a big problem in pipelines, because they can clog the pipeline. At any rate, after you make the hydrate, you can ignite it with a match and get buring ice. It's really nifty.

I've left out a few details on how to freeze the methane into the ice, but it's probably on the net somewhere.
