Install Spybot Search and Destroy. Install it, then look for updates, then immunize, then run a scan. It will clean up a lot of spyware.

Open Internet Explorer>Tools>Internet Options>Privacy (Tab) then check the check box beside "Block Pop-Ups"
Remember this will only help if you have IE6 or above versions else it will not.
If this doesnt help the go to www.download.com and search for "anti spywarequake" and download the 3rd party software.
