Yes you can. If you have a CD burner you can burn all your data from your old computer and then use the CD on your new computer and just drag and drop them.
Or you can hook up both computers to a home network and then you can do file sharing and then just access the data directly and move them over to your new computer.
Or you can go to http://www.xdrive.com and use their file hosting site temporarily since they give you up to 5 gigs for free and you can upload all your data from your old computer into that file hosting site. Then you can hook up your new computer to the internet, and download all your data back into your new hard drive.
Another way is to take your old computer's hard drive out, and then connect it to your new computer and use it as a slave drive. You can just map the slave drive and drag the files over into your new hard drive.

Yes, you can.
There's a program out there called Norton Ghost by Symantec industries that will copy the hard drive exactly to a new one. You will have to reload the drivers for the new computer, but otherwise your hard drive will have all the same data and partitions.

yeah. all the data can be transfer. either you burn the data to a dvd or cd. or get the hard disk of the old laptop and transfer to the new one but this is more difficult.

if using windows xp, there is a program that will make you a cd of all your data then the new laptop (most likely running xp) you use the same program to copy it on there....
