you should never have to change the power steering fluid unless it gets contaminated with something. You will not find it anywhere in your owners manual. I asked the dealer if I should have it changed. Their answer " it couldnt hurt " . I then asked them why it wasnt a scheduled maintanence in my owners manual and they said because the manufacturer probably doesnt recommend it. Dont do it whoever is telling you to change it is just trying to make money.

Power steering fluid rarely needs to be changed if ever. The system shouldn't leak so level should stay about the same. Hondas have special fluid that's compatible with their seals so you might want to flush the old fluid and install new fluid if you think it might be contaminated or something. A simple topping off should be all you need.
Good luck!

Never, my Subaru Legacy has 205,000 miles and the only thing that's been changed are the timing belt, plugs, oil, tranny fluid, coolant, wheel bearings, brakes, and tires. Still has original plug wires.
